It's Dinobot, from the hit CGI cartoon (like, the second one ever) BEASTIES. He's a gruff guy, an a former bad guy, but he's getting better!! Kind of. There was a lapse, but he's fine now. Totally.
He turns into a Velociraptor, so that's cool.
